Case-based reasoning for selection of the best practices in low-carbon city development

摘要: Cities emit extensive carbon emissions, which are considered a major contributor to the severe issue of climate change. Various low-carbon development programs have been initiated at the city level worldwide to address this problem. These practices are invaluable in promoting the development of low-carbon cities. Therefore, an effective approach should be developed to help decision makers select the best practices from previous experience on the basis of the impact features of carbon emission and city context features. This study introduces a case-based reasoning methodology for a specific city to select the best practices as references for low-carbon city development. The proposed methodology consists of three main components, namely, case representation, case retrieval, and case adaption and retention. For city representation, this study selects city context features and the impact features of carbon emission to characterize and represent a city. The proposed methodology is demonstrated by applying it to the selection of the best practices for low-carbon development of Chengdu City in Sichuan Province, China.

摘要: The core of China’s low-carbon development includes optimization of industrial structure, clean energy technologies, emission reduction technologies, and innovation of relevant systems and institutions. China National Petroleum Corporation (CNPC) has always been a proactive participant in developing low-carbon economy, shouldering the responsibilities of safeguarding oil and gas supply, conserving energy, and reducing emission. Therefore, CNPC fulfills those responsibilities as a substantial part of its overall strategy. Guided by low carbon and driven by innovation, petroleum corporations have taken constant innovation of low-carbon technologies, especially the development of green and low-carbon petroleum engineering technologies and equipment, as major measures for energy conservation and emission reduction. Large-scale development mode of unconventional resource anhydrous fracturing should be innovated. And supercritical CO should be used to replace water for fracturing operation, in order to achieve multiple objectives of CO burying, conserve water resource, improve single well production and ultimate recovery, realizing reduced emission and efficient utilization of CO resources. Artificial lifting energy-saving and efficiency-increasing technologies and injection-production technology in the same well should also be innovated. Energy consumption of high water-cut wells is reduced to support the new low-carbon operation mode of high water-cut oilfields and realize energy saving and efficiency improvement during oil production by developing the operation efficiency of the lifting system and reducing the ineffective lifting of formation water. These technologies have been widely recognized by local and international experts and have greatly enhanced CNPC’s international influence. This study expounds the key technologies and equipment with regard to the development of green and low-carbon petroleum engineering and provide relevant suggestions.

Peak CO

摘要: This paper studies the pathways of peaking CO emissions of Dezhou city in China, by employing a bottom-up sector analysis model and considering future economic growth, the adjustment of the industrial structure, and the trend of energy intensity. Two scenarios (a business-as-usual (BAU) scenario and a CO mitigation scenario (CMS)) are set up. The results show that in the BAU scenario, the final energy consumption will peak at 25.93 million tons of coal equivalent (Mtce) (16% growth versus 2014) in 2030. In the CMS scenario, the final energy will peak in 2020 at 23.47 Mtce (9% lower versus peak in the BAU scenario). The total primary energy consumption will increase by 12% (BAU scenario) and decrease by 3% (CMS scenario) in 2030, respectively, compared to that in 2014. In the BAU scenario, CO emission will peak in 2025 at 70 million tons of carbon dioxide (MtCO ), and subsequently decrease gradually in 2030. In the CMS scenario, the peak has occurred in 2014, and 60 MtCO will be emitted in 2030. Active policies including restructuring the economy, improving energy efficiency, capping coal consumption, and using more low-carbon /carbon free fuel are recommended in Dezhou city peaked CO emission as early as possible.

Optimal production strategy for auto manufacturers with government subsidies in competitive environments

摘要: Using the Hotelling model and evolutionary game theory, this paper studies the optimal production strategy of duopoly auto manufacturers and explores the impacts of two government policies (manufacturer and consumer subsidies) on strategies related to the production of electric vehicles (EVs) or fuel vehicles (FVs). The study finds that consumers’ environmental preferences have direct effects on manufacturers’ market shares and profits, which in turn, affect the manufacturers’ production strategy selection. Specifically, when consumer environmental preference is sufficiently high, both auto manufacturers will eventually choose to produce EVs; when it is moderate, only one with a cost advantage will choose to produce EVs. Finally, when it is low, neither auto manufacturer will produce EVs. The findings further reveal that the more significant the difference in EV production costs is, the more inclined auto manufacturers are to choose a different final stable strategy. Regardless of whether the government subsidizes manufacturers or consumers, the policy only works if subsidies reach a certain threshold. The study also identifies the conditions under which government subsidies are considered more cost-effective.

摘要: Although China’s construction machinery thrives to meet the needs of construction, a number of challenges still remain to be overcome, such as lack of thorough knowledge of regional disparities and several limitations in terms of carbon emissions and economic development. Meanwhile, a low-carbon economy was proposed and implemented in China. This research aims to investigate the differences in industrial agglomeration of construction machineries and further explore the relationship between industrial agglomeration and low-carbon economy. On this basis, spatiotemporal analysis was performed to evaluate the levels of industrial agglomeration in different regions based on the situations of China’s construction machinery industry. Furthermore, this study explored the interaction between industrial agglomeration and low-carbon economy utilizing the coupling coordination analysis method. Results showed that the coupling coordination of the two subsystems was extremely unbalanced in 2006, and it maintained an increasing trend, reaching a relatively high level in 2018. Finally, suggestions, such as establishing a policy guarantee system and implementing variable policies in different regions, were proposed to provide guidelines for the government decision-making and promote the sustainable development of China’s construction machinery industry.

Insights into carbon-based materials for catalytic dehydrogenation of low-carbon alkanes and ethylbenzene

摘要: Direct dehydrogenation with high selectivity and oxidative dehydrogenation with low thermal limit has been regarded as promising methods to solve the increasing demands of light olefins and styrene. Metal-based catalysts have shown remarkable performance for these reactions, such as Pt, CrOx, Co, ZrOx, Zn and V. Compared with metal-based catalysts, carbon materials with stable structure, rich pore texture and large surface area, are ideal platforms as the catalysts and the supports for dehydrogenation reactions. In this review, carbon materials applied in direct dehydrogenation and oxidative dehydrogenation reactions including ordered mesoporous carbon, carbon nanodiamond, carbon nanotubes, graphene and activated carbon, are summarized. A general introduction to the dehydrogenation mechanism and active sites of carbon catalysts is briefly presented to provide a deep understanding of the carbon-based materials used in dehydrogenation reactions. The unique structure of each carbon material is presented, and the diversified synthesis methods of carbon catalysts are clarified. The approaches for promoting the catalytic activity of carbon catalysts are elaborated with respect to preparation method optimization, suitable structure design and heteroatom doping. The regeneration mechanism of carbon-based catalysts is discussed for providing guidance on catalytic performance enhancement. In addition, carbon materials as the support of metal-based catalysts contribute to exploiting the excellent catalytic performance of catalysts due to superior structural characteristics. In the end, the challenges in current research and strategies for future improvements are proposed.

Policy entry points for facilitating a transition towards a low-carbon electricity future

摘要: This study extends the ambit of the debate on electricity transition by specifically identifying possible policy entry points through which transformative and enduring changes can be made in the electricity and socio–economic systems to facilitate the transition process. Guided by the “essence” of the multi-level perspective — a prominent framework for the study of energy transition, four such entry points have been identified: 1) destabilising the dominant, fossil fuel-based electricity regime to create room for renewable technologies to break through; 2) reconfiguring the electricity regime, which encompasses technology, short-term operational practices and long-term planning processes, to improve flexibility for accommodating large outputs from variable renewable sources whilst maintaining supply security; 3) addressing the impact of coal power phase-out on coal mining regions in terms of economic development and jobs; and 4) facilitating a shift in transition governance towards a learning-based, reflexive process. Specific areas for policy interventions within each of these entry points have also been discussed in the paper.

Individual environmental behavior: A key role in building low-carbon communities in China

People’s social behavior, especially environmental behavior, has a great impact on energy consumption and carbon emission. This paper explores both categories of individual factors (e.g., values, habits, education, motivation, etc.) and social factors (e.g., institution, infrastructure, encouragement, etc.), to clarify the correlation between them and their sub-factors. Low-carbon campus is a representative type of low-carbon community which is less difficult to build than other communities because university students are well-educated and, to some extent, are more environmental aware and more willing to change their behaviors. The energy-saving and environment-friendly policies implemented on campus are collected and overviewed in this paper. Additionally, the leaders and employees from the related administration departments are interviewed, and the data of electricity amount and water usage are analyzed and a well-designed questionnaire is handed out in a survey. The survey investigates the environmental knowledge, energy use habits, attitude toward low-carbon transformation, comments on the current institution and so on. The results show that different groups of students have varied levels of environmental knowledge, energy use habits, and attitude toward low-carbon campus management. To improve energy conservation and cut carbon emission radically, advices on building low-carbon community are also proposed including professional curriculums of environmental protection, economic initiatives, effect management, good communications, and sound infrastructures and facilities.

建筑结构隐含碳排放限值预设方法研究

隐含碳排放限值是建筑结构碳排放量化调控与减碳目标保障的关键指标。本文从社会“碳中和”所需减碳路径出发,依据建筑结构保有与需求量中的新建与既有结构构成比例,提出减碳目标分解方法,为既有结构低碳维护与新建结构低碳设计提供与宏观年度减碳需求相匹配的限值预设依据。依托“双碳”目标的减碳需求构建行业预期发展情景,得出在维持现状、常规预估、拆除限制、减量预估四类典型情景下,2022 年我国新建建筑结构隐含碳排放限值分别为442.6 kg CO2e·m-2、456.2 kg CO2e·m-2、485.9 kg CO2e·m-2、616.0 kg CO2e·m-2(对应结构设计服役年限50年);给出2022—2060年建筑结构建造与维护碳排放限值的变化趋势,厘清了新建结构总量控制、既有结构延寿等减碳措施促使结构单体隐含碳排放限值宽松的成效。进一步从概率化调控、区域特征量化、可操作性、数据驱动优化等方面,提出了建筑结构隐含碳排放限值设定的相关建议。

Transition to a low-carbon city: lessons learned from Suzhou in China

摘要: Climate change has become one of the most serious challenges facing humanity; developing a low-carbon economy provides new opportunities for addressing this issue. Building a low-carbon city has been pursued by people with a high degree of enthusiasm in China. Different from actions at the national level and distinct from practices of developed countries, low-carbon development in Chinese cities should be placed on diverse concerns. Taking Suzhou of Jiangsu Province of China as a case city, this paper adopts a scenario analysis approach to explore strategic focal points in the transition to a low-carbon city. Within this transition, we mainly focus on the different contributions from two factors–economic restructuring and technological upgrading. Scenario analysis results show that 1) in the case of no breakthrough technologies, it is difficult to achieve absolute emission reductions; 2) technologies involved in optimizing energy structure and improving energy efficiency of basic service sectors should be highly emphasized in local planning; 3) in comparison with technological upgrading, economic structural adjustment could be a stronger contributor to mitigation, which is one of the main differences from developed countries. However, the key issue of economic restructuring is to promote the growth of emerging low-carbon industries, which requires not only a strategic choice of new industries but also an introduction of advanced low-carbon technologies. It is also found that establishing a local carbon emissions accounting system is a prerequisite and the first priority for realizing a low-carbon transition and government capacity buildings should be strengthened accordingly.

绿色船舶低碳发展趋势与应对策略

近年来,船舶航运业带来的环境污染问题受到国际社会的高度关注。规制船舶环境污染和降耗减排的国际公约及相关规划文件相继出台,且标准、规范日益严苛,绿色低碳已成为船舶航运业发展的必然趋势。本文在分析国际海事组织碳减排初步战略的基础上,阐述了挪威、日本、英国在绿色船舶领域的发展现状,归纳了国外在政策引导、技术方向、国际合作等方面促进绿色船舶发展的共性优势。结合国内绿色船舶发展情况,从强化政府主导、制定国家和行业层面的绿色船舶发展规划,布局技术攻关、加快推进船舶替代燃料的市场化应用进程,实施开放合作、在提升核心竞争力的同时引领国际行业发展三方面就我国绿色船舶发展提出建议。
